Pilar Moraga is an assistant professor at the University of Chile, Faculty of Law since 2008. She is a lawyer from University of Chile, and she holds a MSc and a PhD in International and Community Law from the University of Lille, France (2005).
She is a member of the Center for Environmental Law at the University of Chile, and director for the Domeyko project on Energy, Environment and Regulation at the same university. She was a researcher at the Center for Transnational Activities at the Faculty of Law, University f Lille (2000-2005) and at Valenciennes University (2002-2005). Her research focuses on sustainable development, environmental and and energy regulation, and comparative enforcement and control regulation. Currently she leads a research project on legal instruments for a sustainable policy on energy and participates in the “Mitigation Action Plans & Scenarios (MAPS)” project conducted by the Ministry for the Environment.
René Garreaud is a full professor at the Department of Geophysics, Universidad de Chile, since 2011 (he was former an associate professor at the same Department from 2001-2010). Dr. Garreaud was chair of this Department the years 2008-2009. He got his PhD in Meteorology at the University of Washington, Seattle – USA, in 2000 working on the role of the tropical-extratropical interaction in shaping the climate of South America under the guidance of Prof. Mike Wallace.
René Garreaud is also a civil engineering and M.Sc. in Geophysics from the Universidad de Chile (1993). His research involves climate change and variability, with emphasis in South America. He also has contributed in coastal, synoptic and mountain meteorology, reflected in more than 50 publications in the leading journals of the field. An important part of his work has been conducted as a PI in a series of FONDECYT projects (granted by the Chilean Science foundation) and he also was the director of major a CONICYT Science Project (ACT-19) in collaboration with the national weather service and Universidad de Concepción. He also has contributed in formation of new scientists, including four international post-docs, four M.Sc. students and 3 Ph.D. (currently working in their thesis). Aditionally, Prof. Garreaud teaches several courses in climate, meteorology and physics for both undergraduate and graduate students.
Dr. Farías is an Associate Professor at the Department of Oceanography, University of Concepción. She is Oceanographer (Argentina) and got a PhD in Oceanography at Concepcion University in 1998. Her current research is focuses on the understanding of the biogeochemical processes involved in the cycling of greenhouse gases, particularly nitrous oxide (N2O). Her work has shown how oxygen concentration affects processes such as denitrification and nitrification in the cycling of N2O in oxygen minimum zones. She has also built and reported on one of the first marine time-series of N2O and CH4 in the world. These time series studies are widely recognized as fundamental research efforts to assess ocean variability and responses to natural perturbations. Her results are helping to understand the processes that explain the temporal variability (monthly to inter-annual) of N2O fluxes across the seawater interface in coastal waters. More recently, she is has also focused on processes involved in the cycling of methane and dimethylsulfide. She is also the head of the isotopic ratio mass spectrometry facilities at U. of Concepción. Dr. Farías is the current Chilean representative for the international Surface Ocean – Lower Atmosphere Study (SOLAS) project.
Professor Antonio Lara is a researcher and full professor of the Faculty of Forest Sciences and Natural Resources at Universidad Austral de Chile, Valdivia. He has dedicated his academic life including research, teaching, and outreach to the Ecology of Native Forests, dendrochronology, climate change and for the last decade has been a pioneer and leader in the study of ecosystem services in Chile. His commitment to this research theme has been as the PI of the FORECOS Scientific Nucleus and as the President of FORECOS Foundation he has led and collaborated with relevant outreach activities regarding ecosystem services. Lara has published numerous papers including one in Science as the main author in 1993 and another in Nature as a co-author in 2002. He has also published numerous book chapters (14 since 2006 as main author and co-author) and has been the main author of two books in 1999 and 2003. Lara has been highly influential in the training and development of human capacities in his research topics. He has dedicated important efforts to teaching undergraduate, graduate courses, and has been the advisor of 19 Doctoral and Masters students and supervised seven postdoctoral fellows since 2006. He has participated in several public and private consultive councils and forums, determining that his research and proposals have been considered in the law on native forests approved in 2008 and in other regulations and guidelines for forest management and conservation. In 2008 Lara was invited by the Ministry of Agriculture to become a member of the Consultative Council of Native Forests, position that he served until 2011. He is internationally recognized for his contribution and leadership in the research of native forests and coordinates or participates in different collaboration networks. This recognition also led him to obtain the Bullard Scholarship from the Harvard Forest (Harvard University) to spend a sabbatical year between 2003 and 2004. He also dedicates efforts to outreach activities directed to various audiences including decision-makers, land-owners, conservationist organizations, and citizens at large through the media.
MODELLING AND OBSERVING SYSTEMS
Laura Gallardo is an Associate Professor at the Geophysics Department (DGF), and she is the Director for the Center for Climate and Resilience Research (http://www.dgf.uchile.cl/CR2/). She got a PhD in Chemical Meteorology at Stockholm University (MISU) in 1996 working on lightning and emissions of oxidized nitrogen under the guidance of Prof. Henning Rodhe. She returned to her home land Chile in 1997 where she worked as an expert advisor for National Commission for the Environment (CONAMA) between 1997 and 2001, leading the first regional scale modeling studies, with emphasis on sulfur dispersion from copper smelting. In early 2002 she got a researcher position at the Center for Mathematical Modeling (CMM), where she begun studies on inverse modeling applications for constraining city-scale emission inventories, data assimilation and optimal network design. In 2007, she got a permanent position at DGF. Overall, she has developed various research activities including extensive international collaboration leading to various publications in peer-reviewed journals. Her research interests are atmospheric modeling and data assimilation, air quality in mega cities, and aerosol-cloud-climate interactions. She has been the leader for a scientific network and project studying South American Megacities (SAEMC, 2006-2012). She has served as a member of the Scientific Committee of the International Global Atmospheric Chemistry (IGAC) for the period 2003-2009, and as a member of the international Commission for Atmospheric Chemistry and Global Pollution (iCACGP) since 2006. In 2010 she was elected as vice-president for iCACGP. At the University of Chile, she teaches courses on atmospheric chemistry, modeling and global change, inverse modeling, atmospheric science and introductory physics. She has guided several theses in engineering and atmospheric science.
